From NRT is less than 12 hours, you can just use the transit facility to get your luggage out to arrange air-side transit in Delhi.

My daughter will be flying from Chicago to Helsinki with a ten hour layover in Manchester. ..? will she have to retrieve her luggage in Manchester, then recheck it to Helsinki closer to the time of her flight? any suggestions as to how to spend 10 hours...

Finnair uses terminal 3 and so does American but a lot cheaper ....
Living in America and transiting in the UK do not need a transit visa
http://www.ukba.homeoffice.gov.uk at the bags could well be checked through to Helsinki.
