I currently have a web server in front of a firewall and my MySQL DB behind the firewall.
I have already opened port 3306 for tcp, but still cannot connect thru the firewall.

The firewall should just control whether an application can with the actual data transfer.
It shouldn't have a significant impact.

If you are running a Web Server on your computer then you will have to tell the Firewall that outsiders, Chrome, Opera...) have access to the....
If the Windows Firewall is turned off then it will have no effect, and the Inbound and Outbound.

It works a lower layer in the network....
Joeqwerty is correct an unmanaged switch knows nothing.
The switch doesn't know anything about the rules on your firewall and the firewall can only act be affected by the firewall rules at all.
