Appeal against the fixed penalty, you would have to not take it up, which would result in you appearing a traffic sign you will have to pay a fine and costs which will be more than the fixed penalty.

Hello,
My dad just got a fixed penalty notice (non-endorsable offence) and it says Lancashire Constabulary above "FIXED PENALTY NOTICE" at the top of the little white notice. Doe's this make any difference and what do I send?

Regardless of the the offence for which the ticket was issued the only means of appealing the ticket is by electing for the matter to go to court .
