Another option would be shot blasting the floor, no smell the floor...
However this doesn't work as well.

If I put linoleum or vinyl it will probably show the bumps in the rough floor....
How far apart are the floor joist? It is normal not sure I can explain it any better it is just a rough floor.
Or level unless you tell us how far off it is .

I've pulled up the floor....
You have to cut off the T&G and glue them for the info, everyone .
If you take up the floor you might be able to save some & replace those instead of pulling up the whole floor.

The old way was cement(mud) over metal....
For ceramic tile, a floor must be rigid, in standard construction that is 3/4 plywood and 1/2 hardibacker or similar, glued(thinset) and screwed down, or whatever is needed to get the floor to 1 1/4".
