Settings - Forwarding and POP/IMAP - POP Download - Enable POP for all mail
In your new Gmail (for example, using from:* ) and forward all matching messages to the new account.

I'm using Google Apps and trying to forward all mail from that account on to my personal Gmail account (I'm the administrator). However, I've discovered that any mail send to a nickname / alias coming in to my Google Apps email address is NOT forward

This shouldn't affect using the address as a source address in GMail, though need to test the forward, send mail....
This has always been the case for GMail — it automatically suppresses duplicate messages, so you in your Sent mailbox).

It sounds more like you the "To:" field to your Gmail address,
hit "Next" and select the first email in the forwarding field.
Gmail auto-forward to mutiple addresses - which does not seem possible.

I have my Gmail account configured to forward everything to two different addresses. Why? Because I like having a second backup.
But this wasn't straightforward to set up, so I'm going to detail the steps here. Hopefully someone else will find this useful...

Many developer prefer the GMail interface and thus forward (actually pull) all their email to GMail.
Assuming we trust Google, are there any reasons why this should be disallowed?

By allowing them to forward their email to GMail, you are now to forward mail to gmail or hotmail or any other mail, its going to be pretty hard to stop them from forwarding, creating....
Possible audit- or backup policy.
