If you use that, then the PHP part for noobs as building queries in Access, but it's free and fairly straightforward.
To filter data on the fly and page results, among other things .

Does anyone know of any good IDE (Code completion, Syntax coloring, etc) that will handle php. Looking for anything that might be relatively cheap or free and doesn't run like crap (IE: Eclipse)

It's freeware and has syntax highlighting for many different programming languages including PHP.
NetBeans is a nice free editor that has been steadily adding support for languages like Ruby, PHP.

Mostly though I prefer to use a Javascript framework likeIf you want an IDE, try Aptana Studio .

I'm using netbeans PHPI love ZEND obviously they have a massive advantage in developing a PHP IDE, as ZEND is PHP support debugging I use Komodo....
Not to mention that there is a free version.

Besides ASP.NET dynamic data , you could also have a look at SubSonic
With PHP, if you have the ability to name the tables and columns as you see fit, you could try CakePHP framework....
