Are there any foreseeable issues with upgrading to windows 7 from Vista (so that I don't lose anything), or should I bite the bullet, back everything up and do a fresh install?

But doing a fresh install
I suggest you do a fresh install of Win7, so yes, backup and restore.
There are not suppose to be any issues with upgrade from XP/Vista to 7 .

I would say a fresh programmer out of school should be productive in 6 to 8 months.
First: If you are a fresh graduate or a skilled 20 would suffice.
Learn what its about, and then go from there.
