Didn't work.
That is definitely odd, is your server running any type of custom content that you need to download upon joining the server.

No there is no legal or fair way to get around this: Gmod is a sandbox game, not a standalone Source to legally own them and....
Tell him to pick up the CSS/Gmod.
Be getting anywhere near the resources such as maps, models and effects .

Then there is Listen Server, with garrys mod it doesnt work online but it just about works on lan.
Dedicated is when you use your computers recources and internet connection on its own client to host the server.

IS there a cvar to adjust this because every server I join in Gmod thats public and not mine, my own personal singleplayer and multiplayer server takes the Cvars and Configs from the server I previously joined, and one of the servers im guessing happened...
