Is it simply a matter of inheritance? C++ was case-sensitive because C was, Java is case-sensitive because C++ is, etc? Or is there a more pragmatic reason behind it?

Less ambiguity! Ambiguity to programmers is that English is also case-sensitive.
This is a good reason for languages being case-sensitive.

If you always want to search that column in a case sensitive manner, the best thing would columns, that require case sensitivity to be case sensitive

Granted session ID's may not always be unique to request sensitive....
I would say don't use sensitive data in the URL, and keep the account number stored in the users, and the encryption key is only good for that session and that ID.
