So i got a 3.6 gpa 1st semester of freshman year. i plan on finishing my 2nd semester of freshman year with a 4.0 making my cumulative for freshman year a 3.8. Is it possible to get a cumulative gpa of 4.0 (the one that colleges will look at)? And how...

For weighted GPA, you could just take a bunch of AP classes to bring the weighted GPA up.
It is impossible to get an unweighted GPA of 4.0 now, maybe you can get very close and end up with a 3.95 GPA or so.

I'm a UC-UC, one year transfer student who really wants to get into UC Davis. I'm applying for Electrical Engineering. I know that CC students get priority, but if I have a higher GPA than them (I'm transferring from UCSC), would Davis still accept them...

I remember reading somewhere that a high GPA student will always be considered over a low GPA student to all of the uc's i applied to, and my gpa is relatively low.

As a recent graduate of a CS program, I am looking for my first job. My GPA was not above 3.0 but incredibly close. So should I still put my gpa on my resume, or is it best to leave it out. Also is it best to apply with a resume as a pdf or a doc file...

Put your GPA in your resume.
Go to be people who are annoyed with .doc.
I agree with @jjnquy, the GPA is only a crude measure, and don't worry about it unless they ask.

If you can prove you are a good programmer, you will get hired the interview questions into account a lot more than GPA (but that means you DO have to prove yourself in the interview).

Since you're going for a DO, I think a competetive GPA would be around 3.3-3.4.
If your current the upper level courses.
Since your only a first year premed, your best bet is to dilute your science gpa.
