I'm looking for a style guide to unify Windows applications. I'd like it to contain stuff like "Always put dialog result buttons 5 pixels from the edge of the window"
I know Visual Studio helps me with this but I'm Delphi 7 at the moment (yeah I know)...

Does the US Federal Government have a coding style guide for C# and or Java? If there isn't, I think there should be given the amount of time they put into the Federal Enterprise Architecture and Document Standards.

I don't think there's one out, especially as coding style can....
We were not provided a coding style from our government customer that we had to use.
In the past, working as a government contractor, our shop used our own coding style.

You might try going even more general and picking up some books on C style.
Aside from these rules, I'm not aware of any general CF/Carbon style guides.
I believe it was a Pascal custom.

In general, the Google style-guide is not really the best style guide out there (IMHO especially their taking exception to exceptions, but that's another.

Caps dont bother me, but everyone is different insert) capitals .
The style is really up to you.
If that's the "best" style, but it helps when I need to add or remove columns from a query or add in new clauses much neeter then.

The primary reason everything was battleship grey in Winforms....
Depends on the guidance you're looking for.
In short, the style guide was there because there wasn't enough for a real or Silverlight best practices guide.
