(just not sure) You'd have ta add rust inhibitors and lubricants and the heat.
Water is a much better displacer of heat but a poorer lubricant and may promote galling.

It works nice.
I have often used a coal boiler fire to heat steel.
Not being an engineer, I don't know that answer water has to be tempered anyway for floor radiant heat.
There may be some loss of heat transfer.
