They will take income tax out state taxes....
I am about 90% sure you pay income tax based on the state of your permanent residence, you will pay some Maine taxes but the bulk of your tax payments will be to NH.

Real answer is both are needed and both can not pay that much VAT and of course a lot of people in the Irish tax system do not pay income taxes rate of VRT, and....
Low earners probably prefer Income tax on high earners.

Is the new UK tax laws going to make income tax and dividend tax the same? I seem to remember if I used my personal allowance and then had the rest in dividends my tax would be significantly decreased (up to £30,000~) because there was no tax on dividends...

The tax rates are different and dividends are paid with a notional dividend tax dividends come with a 10% tax credit so if your total income is less than £35000 there will be no more tax....

Is state income tax applied before or after national tax? In other words, are the state income tax rates applied to gross income or after-national-tax income? The latter would reduce your state taxable income.

State income tax is applied to your total (gross) income.
Income tax is based on your TOTAL INCOME
Other taxes come off afterwards.
