Once you have your list of requirements (i.e., who needs to know what), you can assess their competence... .
Until you know exactly what the requirements are, you can't really say the people don't meet them .
I would start with a solid list of requirements.

My inspector wanted to see to know year the inspector went through my register....
The above poster are right in that it's to make sure you're within your numbers .
inspectors prefer these as they can see how many children you have each day.

Well this can't be good. It looks like IAEA inspectors wanted to go in a different direction and visit a suspected site and not one on a prefab list. It seems Iran was not so happy...
