Is there a way to prevent Windows Media Player from connecting to the internet and MS using the hosts file or other methods?

I would recommend uninstalling Internet.
It doesn't mean that is the source of your Internet connection.
The Internet Explorer branding is permanent - it's an altered copy of Internet Explorer.

Have you tried to Setup Media Center again?
open Windows Media Center:
Tasks>Settings>General>Windows Media Center Setup>Run Media Center Setup Again
