Hi all,
I have seen that user who has the "Manager" role in Mantis is not able to assign more than 1 issue at a time .
He goes to "View Issues" tab
Selects all the issues by checkmarking the checkbox and then from
"Select" dropdown choose the option called...

I'm seeing this at the bottom of pages:

You can relate issues, including as sub-issues sub-issues can block a parent issue from being set to fixed until all sub-issues are fixed you could have feature/ parent issues in a separate project.
