EDIT : Wow, many great responses. Yes, I am using this as a fitness function for judging the quality of a sort performed by a genetic algorithm. So cost-of-evaluation is important (i.e., it has to be fast, preferably O(n) .)

Here's a simple ruby algorithm....
This should be proportional to how far each item is from where it should be in a sorted array .
This seems like a good candidate for Levenshtein Damerau–Levenshtein distance - the number of swaps needed to sort the array .

Ok i know every judge is different and everyone has different opinions on whats clean and what isnt
so as a judge what would you call a good score out of 20 points and would you award 20 points to a car ??
also when you score a car if you score it down...

Problem is you cant blame the judges as everyone's opinion the judging then I'm afraid you'll just have to put up with it i know what your saying dave untl we ask for the judging seets....
I would put down to inconsistent judging.
