EDIT : Wow, many great responses. Yes, I am using this as a fitness function for judging the quality of a sort performed by a genetic algorithm. So cost-of-evaluation is important (i.e., it has to be fast, preferably O(n) .)

Here's a simple ruby algorithm....
This should be proportional to how far each item is from where it should be in a sorted array .
This seems like a good candidate for Levenshtein Damerau–Levenshtein distance - the number of swaps needed to sort the array .

I am very new to the VCCA and Im trying to get a feel for how the organization is set up . So please forgive me on asking so many questions. Do most of the judging meets take place out doors? Do most meets have like a tour and a judged show the same weekend...

There have been a few comes on the judging field.
The only one I know of that was inside was the 2nd Central Meet .
