How should we handle in season PS bidding where more than one team bid on a player before the controlling owner matched. This rule would only be used if the open bidding process was not completed prior to the player's game that week.

For #1, perhaps we simply allow a "roster exemption" for PS players who are actively being bid on, which would basically mean an extra PS spot for the duration of the bidding... .
