Yes I beleive if marujauna was legalized just like, ciggarettes and alchohol then there would be less health concerns. As Ron Paul said, "People dont bootleg alchohol, because its legal you don't need to" or something like that. Its more likey to cause cancer because of the variations in "strenght" according to what part of the plant is used but it is a risk and just like in any other legal drugs people should have the choice wheter to take it or not.

How long has drafting been legal in triathlons?
Drafting is allowed for the professionals at some events - mostly ITU world cup events but perhaps some others, too. Events that allow drafting for AG are rare but there are a few.

I just posted the first one I found, search around but remember this is illegal and probably not worth the risk. Its all too easy for authorities to keep tabs on illegal items purchased from foreign based internet companies and track it right back to you through your ISP.

Should drugs be legalized?
I actually believe that marijuana legalization would not be such a bad idea. Needless to say, I do not smoke myself, and I tend to think that stoner types are lazy idiots. However, I really don't think that marijuana presents a danger that necessitates criminalization. I have fun making dope busts, and marijuana is by far the easiest drug to bust in large quantities. I just think that in the end all of the large marijuana seizures only serve to make dirtbag drug cartel members richer.
