Does the California lottery ticket barcode actually contain the numbers on the ticket? If so, is it possible to decode it and get the actual numbers?

There is no point in encoding the player picks (numbersJust guessing, but I'd say the barcode is a ticket ID that is not associated with the numbers) on the bar code.
Execpt in a database at lottery HQ.

I would suggest going on the lottery website.
NOBODY who won the lottery would care if their photo was taken not be able to use your photo publicly without your consent.
