I have an update service that needs to pull data down from remote, however like Microsoft's BITS I'd like to do this when the user is idle and/or when their network utilisation is low so as to not impact on their experience.

I know that charge cards don't count in overall utilization, but, do they count in the "number of cards with balances" utilization?

If you pay off your card balances, how long does it normally take for your score to reflect the low utilization on a report? I always get confused when I see the high balance listed and was wondering if that impacts your credit, even if the current balance...
