Oil is distributed.
That is the way i was taught it is best .

It's not hard....
Great idea There is a Harley shop in Portland that ought to have chain lube .
I do mine no more than twice a winter and the chain looks great .
It don't fly off and lasts a long time.
Get a can of motorcycle chain lube and spray it with that .

The ball bearing has probably seized and adding lubrication.
You should really replace the fan.
WD-40 is mostly a solvent, 3 in one should give you a longer term solution.
I'd try 3 in one oil.
