As far as I know, cPanel uses Mailman for mailing lists. I'm not too familiar with what cPanel uses constructed urls within the appropriate parts of cPanel . It all depends on what mailing list you're using.

I highly doubt there is a "Mailing list manager's mailing list" but there is one for Majordomo, MailMan, etc.
