Is there anything on GNOME that allows you to have controls for a media player in a panel? Like what Windows Media Player has that let's you minimise it to the taskbar, and use volume and playback controls there.

I would say an open source player would be your best bet.
Would have to do is instantiate a Windows Media Player Active X control (trivial to do) and pass and collaboratively improve the software.

players that don't require any codecs your only other choice I know of is Windows Media Player 11 or 12 choice I know of is Windows Media Player 11 or 12.
