You can use libpurple for those purposes since it supports msn, yahoo, irc,... .
The only way to archieve this is to write an msn or yahoo bot .
If I got it right you want to receive notifications from your server application using msn or yahoo IM protocol .

Whenever I receive a file in Windows LIVE Messenger ,
the files tend to hang for about a minute once complete (100%).
Details about my setup:
Windows 7 , Live Messenger Build 14
AVG Antivirus 9

Indeed, I have it logged into two Windows Live Messenger accounts Messenger, and if your buddies have multiple accounts (Yahoo and MSN) you can group those buddies together.

Is there a way to export (or grab from disk) all the custom emotions set up on a Microsoft Messenger profile? Or better yet, is there a way of sharing them between multiple computers so that wherever I log on to Messenger I have the same custom emoticons...

The emoticons are exported as gifs..
It is free and can do what you want!
There's an app called ConCon which is designed to export all your emoticons, I've used it successfully, its pretty simple but effective .
Use this program - MSN Backup.

I am using the Yahoo Messenger client. The problem is that it will not log in until after I have been logged into windows for 5 minutes or so. If I try and connect before 5 minutes, it just sits there spinning.

I know AIM does this, but not sure if Yahoo Messenger if anything is trying to make a yahoo messenger connection during startup, and disable it.
