The question is a bit ambiguous, but IMHO, with Python being a great all-round language, there is no reason why you can't use it for data mining.

I am looking at JDM. Is this simply an API to interact with other tools that do the actual data mining? Or is this a set of packages that contain the actual data mining algorithms?

If you have access to SPSS or SAS, their products should be more easier to use... .
Once you have preprocessed the text data, a general data mining tool like Weka would also suffice your task.
Mallet is a java library designed for text mining.
