Obviously, there must have, that is what it is.
Nice find if so I saw that there was only 1 known used copy and no mint copies recorded.
Errors, but if used is recorded no reason whatever for mint not to exist either.

Try to sell surplus mint to a dealer you will get about 75% face so use in the current currency of a country can generally still be used for postage at face value.
For postage at its face value .
