So, right now: no way.
Future mobile virtual machines are going that way, at least.
We're nowhere near there yet but I completely agree that it needs to be added to mobile phones everywhere.

Phones have MAC addresses on WiFi interfaces, but the cellular interface has something called to the physical device/phone, as opposed to the IMSI which is linked to the SIM card and therefore the customer account.
