Other than my little Seagull and a couple of the Evilrude 2 hp thingies I have no outboard motor

If you fixed mounted an outboard motor in the water where it cannot move and rev it up to full
throttle and let's say it turns 6950 rpm will it turn more rpm than that if the same motor is mounted
exactly what I'm asking. I know what the motor turns now at full throttle when fixed mounted in the water
