Given the account and password, how to obtain the contact list of that account in msn? Are there any msn api can do this? Or I have to use the account and password to login and obtain the contact list.

What I suspect your friend is trying you use Windows Live Mail instead of MSN Explorer (which hardly anyone uses nowadays!).
MSN Explorer has fallen out of the circuit many years ago.

You can use libpurple for those purposes since it supports ....

Make sure none of them are being blocked.
According to this troubleshooting post , error 80072ee7 is a problem with a firewall blocking MSN Messenger , it lists all the ports/URLs used by MSN messenger.

What firewall rules do I need to apply to block MSN Messenger? I've applied the following:
msgr.hotmail.com messenger.hotmail.com gateway.messenger.hotmail.com login.live.com
I've also blocked all traffic on port 1863.
Still able to sign-in.
Any suggestions...

Far better to....
Blocking traffic on the specific port will do little as the basics of MSN them all covered.
Than block it ;)
Add MSN and VPNs to deal with.
Use tcpdump to find out what type of traffic does MSN messenger generate.
