Is it possible for Mussolini to allow German intervention in Austria, and later ally with Hitler to expand in Central Europe? I'd prefer a POD no later then the attempted assassination of Dollfuss.

The Mussolini seems a little less polished than Hitler at this point, but I'm guessing that's because aligned yet.
