They only do it when there is a architectural change needed for it - Socket 775 on the Intel side lasted for many years and the newest mainstream CPU - Core i5 uses socket 1156, I think that this will be here for a good few years.. .

New Lua versions are released every few years.
Developers are also very active in the mailing lists, and they discuss proposed new features with power, to have conservative release schedule is a virtue.
