IIRC Gore was within 93 votes of beating Bush when the Supreme court
ordered an immediate halt to the recount while it reviewed the appeal
of the Florida Supreme Court's recount order. At the rate the count
was shifting, Gore would have overtaken Bush in about 30 minutes. Had
the count continued for another hour, it might have been Gore who was
president.
The brother of Tucumsa put a curse on the presidency, saying that the
first president of each generation (election year ending in zero)
would be cursed.
Gore may well have been the rightful president, but he didn't serve
his full term, because he didn't even take office. Bush was the
curse.
One of the biggest problems was that Democrats had decided to "play
nice" and "be gentlemen" while the Republicans decided to "be
cutthroats" in a "dirty fight".
Would Gore have stopped the 9/11 attacks? Maybe, because he
understood that Bin Ladin was a serious threat, and he would have
authorized the CIA and NSA to do what it needed to to prevent it.
If the country had been attacked, we probably wouldn't have gone to
war, and certainly not in two countries at the same time. More likely
it would have been a stealthy strike, based on carefully placed agents
providing useful information. Even if we didn't kill Bin Ladin, we
would have been able to make several effective surgical strikes to
take out key operations and resources.
Rather than stifling innovation and enterpreneureal enterprises by
making all dividends tax-free, Gore would have encouraged investment
in new countries developing new technologies, and would have tried to
maintain control over monopolists. Rather than turning a blind eye to
boiler rooms and shady investment scams and financial instruments, the
aggressive watchdogs who monitored and enforced compliance with state
and federal laws would not have been replaced with do-nothings who got
bribes in the form of "performance bonuses" from the Marketing
department for doing as little as possible and not interfere with new
shady illegal products and ponzi schemes.
There might have been a deflation of the Internet "bubble" but it
would have been a soft landing rather than cutting the value of the
average 401K or IRA by half by backing monopolists and big oil
companies.
On the down side, Gore probably would have tried to prevent
globalization in an attempt to protect American jobs. He might have
tried to spend more money on technology education so that Americans
could fill the positions filled by H1-B workers during the Bush
administration. This might have inhibited growth internationally.

Just a few of the consequences of Madman Saddam not being removed:

Libya never gives up nuke program.
Irans program never uncovered.
Saddam's sanctions would be gone. He would be rearming, buying new
nuclear tech, new long range missiles, reconstituting his nuke
programs, etc. The country wouldn't be a democracy.
Whole region in a nuclear race.
Etc.
He would do like he is doing now...Use the Green Movement to make
money selling bs that doesn't work..
Gore couldn't beat Bush...So there is no way in hell that moron could
have done anything but fail over and over again. [There is a reason he
didn't carry his own state]
