The better, and in my opinion the correct, modern model of regulation

risk to the enforcement of regulation, but also to the design and
indeed to the decision as to whether to regulate at all.

Maybe the hands in pockets and general sauntering along was to say to the
police I've got fuck all to do with this it's certainly no excuse to be
attacked by some fucking nazi with a big stick and body armour and it
certainly is not against the law.
