Seems to me that moderated groups can work anyway the moderators want
it to.

I should have said "invited to be in on the *formation* of the new
moderated newsgroup". Okay, satisfied now?

I was just wondering because I read the proposal and it said nothing
about invitations. I'm totally clear on why the new NG is being formed. I
just think that some people might be suspect as to why it's created. Some of
the people moderating it are responsible for a great number of off topic
posts. It might seem to some this is being done because of petty personal
reasons. But I'll give the moderators and the creator of the NG the benefit
of the doubt. They're going to allow anyone to post on topic and you won't
see any personal attacks at all. That to me is a good thing.
