Agree with Les that you should enable the winlogon.log on the SBS server to
check in which process the boot process hangs.
Moreover, as you have mentioned that the SBS server did not start because
of SAM error you may check how it works if you boot the SBS server in
Directory Services Restore Mode (DSRM). In this mode, the server is not
functioning as a domain controller. If the SBS server boots properly in
DSRM, we will be able to isolate the issue to directory service.
Restart the domain controller in Directory Services Restore Mode locally

Can you boot into safe mode in a reasonable period of time?

Some answers for your questions:
1. Ram is ok (I tested it with a ram check tool);
2. if I try to log on in 'safe mode' the delay is about 10 minutes, the
delay for 'safe mode with network' about 20 minutes.

If I try to reboot with no plug inserted the delay is only 10 minutes. But
when I plug the 'internet' plug system freeze. This behavior does not happen
when I plug LAN one. An other problem is that IIS does not function (when I
try to manage it a window appears asking me to insert other credential (I am
using domain admin) ? ? ?). If I try to add/remove windows components (I want
to reinstall IIS) the operation goes on for 10 minutes...

Hi,
I have changed NIC (hardware) and I have re-installed the IIS. So now almost
all function but when I try to start the 'routing module' of Microsoft
Exchange a warning appears with "Error 1083: The executable program that this
service is configured to run in does not implement the service".

I reinstalled IIS and Exchange (using Microsoft KB), now services start and
e-mail are sent but when I download e-mails with POP3 Connector they are not
delivered to account and the sender receives an unsuccessful delivery e-mail
