It's cheaper....
The panels themselves should be the same, but the electronics that they connect to are completely different .
You would need the electronics contained within an LCD's bevel to connect it to a normal PC .
The short answer is no to both questions.

I've got an LG R500 Notebook that has started crashing. It usually crashes in Windows (Vista, all updates installed) when playing a game. The symptom is that the screen goes dark and then the notebook shuts down. I suspect Windows is forcing hibernation...
