Maybe you should to display some CAPTCHA image to validate human... .
If you log an IP address, you'll have problems with corporate users which usually stay behind a proxy, so everyone seems to have same IP .
As you said, you'll need to handle robot behavior.

I would stick with AVG as it is free, has never let anything by, and is light-weight, which Micro$oft will never allow .
Use that and run Malware Bytes once a week and you're in good shape .
I've had great success with AVIRA.
Use neither.

You can download their whole database....
I could recommend http://www.openstreetmap.org/.
It starts to get a bit trickier after that for states .
Try here http://www.bing.com/search?q=iso+country+codes will start you on a somewhat standard list of countries .
