There are 2 options I am considering: 1. against the outside wall of the house (yes, I will stand-off from the actual siding), or 2. set away from the house in a free standing design...

The rest of your plumbing should have been done in 3/4 inch, sort of like is done with copper and PVC.
1/2 inch PEX is fine - for a fixture.
In my view, at least part of your problem is due to the plumbing they have in place.
