Pack these top-to-bottom in your toplevel window.
Packing happens in the order the .pack methods are called, so once x has "claimed" the left side example you can create three frames, top, middle, bottom.

The service packs are not affected by the additional language packs that are installed.
You should just install the Service pack in English.

After 2000 revisions, you can pack up the next shard, and so your question, it's not automatic, you'll need to run "svnadmin pack" manually each time you want to pack the old, full shards ....
