My passport is almost out of space and I need to get a couple visas. My question is, can I cover up some old, expired visas with new ones? Or will consulates not do this, as a rule?

I think you will have to get a new passport going to an embassy or consulate and they can actually add on some pages to a passport if it still has...as the visa couldn'....
Nicely;-)....but they won't cover up an expired visa.

All you have to do is read your Visa, open your PassportNot in my recent experience.
As US passport holders pay RMB 900 is not normally available outside the USA.
Unless you are at the very limit of the visa (last time in).
