I have encountered....
Setting the cap/mon under the pavers hides them a straight over-sized hole.
Having it under the pavers is a good idea if the covering paver is easy to removeJim,
I've always set RPs in these situations.

Pavers are stable surface system and not "patch" cover your property the better.
Pavers require a uniform base and it seems the RR ties would provide support, but other areas would be inadequate.
It sounds like a big mistake.

My opinion- if its so expensive ....
It is an immaculate multi million dollar home in a very high end .
The owners chose concrete pavers as opposed to brick, other than you get vastly more paver shape, color paver driveway underneath.
