Check to see if the User Agent of the phone(s) you wish to support is in request.META['HTTP_USER-django-templates-based-on-user-agent
In terms of downloading, this is pretty phone dependant.

For Java, most new phones support some version of MIDP , and developing for it is fairly easy on the internet, but some carriers put limits....
There are 2 main "classes" of applications for mobile phones - native apps and Java apps.
