This is a very powerful tool and I love it . It may already be installed depending on your version/distro. GIMP is great. It's easy to install on most Linux distribution, and quite powerful . I like digikam for this.

I use a Samsung 213T, a 21" 1600x1200 LCD; it was affordable and works fairly well for photo manipulation (there are limited adjustments when using DVI, but I care more about profiling than calibration, so that isn't an issue for me) .
