I wouldn't punch holes in the foundation---you are going to have to use compresses air to blow out your lines at the end of the season any way---so through the rim joist and down----
If you use PEX for the out door piping---shield it from direct sun--... .

I may be wrong, but I suggest....
It uses dependency injection to say "In order to create X I need Y, so find something that produces Y and see what you need in order to create it" .
I believe what you are trying to do can be done within the Spring framework .
