I wouldn't touch Windows mobile standard with a barge pole as the devices are soo rare .
Unless you have the need for WM standard devices then I personally would go Pocket pocket pcs.
And functionality.

You could accomplish all the graphics in Pocket God by directly using OpenGL.
If you is built on OpenGL.
Castelnouvo (Creator of Pocket God) they built their own engine using the standard iPhone SDK.

You should target WM5.0 Pocket PC
A crucial difference between a PocketPC and a SmartPhone, the latter can make/receive phone: many Pocket PC devices can also....
They both run Microsoft Windows Mobile 5.0 for Pocket PC Phone Edition.
