Soon completed (1.10.09, in Helsinki, Finland) work of environmental art called "everything is possible" (my translation of its Finnish name).

first thing i thought of was that this was being put together outside a tire manufacturers plant.

I guess that girl is tucked away in Kong's trunk so he can make a hands-free ascent of whatever tall building is nearby.
While unfortunate, extreme measures like this are sometimes necessary to continue the plot.

BTW - I think that whole Kong is full of tyres, so not just core surrounded by a skin of rubber, as you mentioned.
