Become a republic and whenever you get a crap ruler you can replace them within 4 years.

Become a Noble Republic and then you'll get the sort of ruler that you want.
I think giving the AI better leaders is to make the game more difficult but it's a bit unrealistic for every reb and is dog to be led by a military genius.

0.25 morale would be nice to keep

The farther into the game you get, the less that morale bonus matters (since you get so much from Land Tech alone).
At any rate, going with an elective government is the only way to get any control over your ruler (other than trying to get him killed in combat).
If that's your goal, that's your only option.

I don't think that happens unless you're playing on a higher difficulty.
It's all about the dice rolls.
And he did ask how to get better KINGS or how to get rid of bad KINGS.
I'm not sure what else you can do, besides send them to die in battle, which will probably get you a regency council or PU.
And if you think .25 morale is nice, then I'm sure you won't want to give up absolute monachy's 5% discipline.

Changing to noble republic hits my already battered stability besides im a big decentralized empire it would take me forever to regain stability

Maybe making your King a general and send him together with 1.000 infantry to fight natives in Sahara will help things out .
If he is still alive after 1st conduct let him rest for few months under the sun and try some more natives.

I'm sure the Pygmy's with their sharp slices of mango will get him eventually.

The whole approach is wrong.
Long live the rightful king, whether he is an insane, incompetent drooling muppet or not!!!
BTW, having your king killed in combat, and even if he is fighting some natives in the Sahara will make him lose 1 Stab.
Might be ok if you do it once, if you do it repeatedly it can be a desaster.
+ you never know, you might end up getting a regency council.

I heard somewhere that having lots of Royal Marriages will improve your chances of getting a better ruler - after all, it means the new ruler is less likely to be an inbred fool.

Mmm... well, I hope it's not true.
All the royals in Europe were related to each other though through precisely that mechanism.
In fact, the Habsburgs that practiced the marriage game extensively ended up with such a fine specimen of human being as Carlos II.
Better to marry local peasant girls, methinks.

Well that is not completely true.
Carlos II was the result of continuos marriage made between relatives...Habsburgs of Span married more often that not Habsburgs of Austria and in the long term this lead to utter degeneration.
In the earliest centuries when Habsburgs married other royal families they had not degenerated fruits like poor sick Carlos.

I've said this before and I'll say it again: It's not the size of your monarch's attributes, it's what you do with them.
Some of my most glorious rulers have had attributes totaling ~12.
