L&R is locked out to unregistered members, so that sensitive content doesn't show up on search engines and/or become fodder for others on other forums.
The new sidebar is a static entity, so it only lists forums that unregistered users can read.

That is annoying, I was just trying to find L&R on the sidebar and noticed it was missing.
It seems like it should be relatively trivial to present a different sidebar if the user is logged in.

I see no problem with it being in the sidebar for unregistered members, if they still cannot access it...
