E davanti all crisi e' gia un ferrovecchio. Direi: The Bossi-Fini law was passed in 2002 in a period of economic growth.

And following the crisis there's already an issue.

But having to cope with the crisis, it is already obsolete ...(in front of the crisis, it is already an old iron)

...now it is scrap metal.
